I'm pretty sure that The Valeyard is described as existing between The Doctor's twelfth and final regeneration. As his final regeneration has now been moved to possibly 24, it might not be as "around the corner" as you think.

I was watching a certain other show recently, that's just reached its tenth season. It's still enjoyable but everyone seems so tired now and the writers appear to be running out of new ideas.
