Not caution blocks. These are used to keep cars from driving on the sidewalk. The girl was not at fault here.

Those aren't "caution blocks." They are placed besides driveways and side streets to keep vehicles from parking/driving on the sidewalk - very common throughout the world. The author was incorrect in his assumption of the situation.

Two points:

I guess - in its downwards spiral towards hack-rag (a la National Esquire 'journalism') - Giz bloggers no longer feel the need to provide photo credit..... So sad.....

It's bad enough now with people texting while driving/walking/eating/sex/etc. This is all we need, more things to distract people from what's going on around them.

An experienced and conscientious reporter (blogger) would have taken the time to explain an obscure scientific term.

Funny thing is that it's mind-boggingly easy to create an unbreakable code - even with something as simple a basic character substitution method.
