Oh no, definitely not trying to negotiate. We live in a large managed building for DC, and about 6 months out we told the management company to call us if anything came up in the month we were looking to move for under 2k. We did this at a few different places, and kept trolling Craigslist.

yeah the goal would be to come down 3-4 months beforehand and see some buildings/spots and put in how much $ we're willing to spend at a few buildings we'd be interested in and see what happens. It worked here in DC, our apartment building is awesome and we pay way under what the median rent for our area is.
