There are Expedition Police Package and Special Service packages. Typically the 4 wheel drive ones are Special Service and not pursuit rated. 2wd Police Package ones are pursuit rated.

When I was looking at buying a Expedition a few years ago (I eventually got a Navigator), one popped up on my local CL with ridiculously low miles for the year (like under 100k) at a fairly reasonable price. So I went and looked at it.
