Clinton is running an incredibly solid campaign under the culmination of a decades long barrage of slander aimed at her from the worst of America. That’s what she’s doing. It was never going to be easy to have a female president.
He’s only “surging” because he was SO unpopular, but because of the country’s partisanship, Republican voters are finally returning to him at the end of the election, as they always would have. They’re still in the minority. Clinton still has a 4% lead or so, as she basically always has had.

Nate Silver has been inflating volatility this whole election. Plenty of other pollsters have Clinton with a solid (not insurmountable) lead. I’m not poll-skewing here, I’m just saying that Silver has grown more sensationalist in the last few elections.
