Would it be overkill to make intentional fouls worth three free throws as well? Then it’s less likely to be worth the risk.

I believe fair/foul is determined by where the ball is when it passes 1st/3rd, assuming the ball is on the ground. I've seen the opposite happen too: a chopper in the dirt on the first base track twists out before it gets to the base.
