It’s not Guinness who certifies speed records like this officially, the FIA do, and have certified this. It may not yet hold the Guinness record, but it holds the official one which is what actually matters.

The shark fin doesn’t cut off airflow to the rear wing, it helps direct it there while also acting like a tail fin to keep the car stable through the corners. The cars will be harder to drive without it.
