The tractor can definitely be on the racing surface during safety car periods, it happens anytime there is a non-red flag-worthy incident with a car that needs recovery. The behind the scenes insurance fuckery should be completely invisible to the person needing emergency care at the time they are receiving care.  The system sucks.
