It is an interesting experiment, although I’m not sure it’d help the game if Kellogg had the option to live. I think it’s important that sometimes the choice IS out of your hands, that your enemy has pre-determined to end your life. Because that’s life. Some people are set in their ways, some of them are even against

Just no. Fallout 1 - New Vegas forced the player to kill several enemies to continue. That’s just outright untrue.
