I was also initially unsure about ScarJo, but after actually watching it I am now convinced.

She's only been a cyborg for a year in this version, also there's some flirty undertones between her and Batou. I'd say it's a fairly good movie and a good start for the fifth (fourth?) iteration of the GITS universe.
