I do not think it is bad game design. Games are too balanced now, they lack chaos, games should be fun.
I think the time is coming where we have games that are navigated by the players more and more.
Developers will be able to determine what bad ideas look like and inform the community to make better decisions in their navigation.

In the south about every 3 years we get a massive ice storm that just freezes everything. Having these on a car for a day or two in those situations would be a breath of fresh air.
