I agree that they’re two different games doing two different things. Destiny has a roadmap that, as of their most recent announcements, stretches out for another three years. By that point, we might not even be talking about Outriders at all.

Ignoring the combat for a minute, because I think that’s down to personal preference, let’s talk about the endgame.

Doom excels because it throws A LOT of enemies at you, but very few are spongy and can generally be taken out easily with the tools you have. Narratively, I thought they did some interesting things that had me guessing until the very end. It’s difficult to write a story where you don’t have a single clear antagonist, but Outriders has, like, five antagonists.

This feels like a setup for a joke.

My reading is that they’ve done a pretty decent overhaul of some of the first game’s systems to make them less clunky then they were at launch, along with upgrading the visual fidelity.
