I tend to think he did, if only because “he tried to steal a SIGN!!” is the weakest fake accusation imaginable.

There’s also a great little implicit assumption in there that she couldn’t possibly have this many women employees in a situation where she simply hired the people best suited to the jobs.

Best potential explanation I’ve seen for this is that she had general talking points - “say something nice about record on Alzheimers’s” - but was tired out from campaigning and literally did just misspeak, substituting one disease for another.
