Yes, all forms of first trimester abortion are safer than continuing a pregnancy. But, as you said, continuing an incomplete or missed abortion (miscarriage that has not passed on its own) is even riskier. 

Its a really complicated discussion. I am in the biz, and I do value my right to refuse to perform certain procedures, like newborn circumcision. However, that’s elective, I have no issue referring out, and there are plenty of local providers who can perform them in a timely manner. There’s a lot of nuance here.
