Yes you can. Steam is a private service with a Terms of Use all users agree too. If you violate the Terms of Use you can totally be banned. Steam is not a Government, nor a public right, it is owned by Valve a private company and they can ban whomever they want.

You can use your cell phone to tether to the switch. Where I live 4gLte is as fast as DSL. I’ve tethered to my switch to my T-Mobile service to play Mario kart online and it worked fine.

Many countries have super fast LTE everywhere you go, so e.g. in central europe it’s not a problem to stream anything HD to your phone or switch... and it’s cheap as well
