Maybe those will be added as free features for the base game as well. There is precedence that Nintendo releases stuff as DLC, some of which features actually are added to the base game at the time of release of the DLC without the need to purchase the DLC.

I don’t know, but at least in my neighbourhood, they come basically at the same time every day. A few minutes difference maybe depending on traffic, but in general always during the same hour.

Actually it’s been lauded as a great system by some observers. The system reduced littering (which used to be a far bigger problem) a lot from the 80s to now.
