Then how are fans able to create translation patches and rom hacks for these old games based on rom dumps? A retail copy isn’t much, but it’s definitely not “approximately fuck all.”
Even if they don’t have the original source code, surely someone at the company could produce a romhack based off a retail copy? That’s what fans do for translation patches and the like, and those go a lot farther than removing copyright messages on title screens.
I think that translation is stuck in the PSP rom that they used for that PS4 collection, and I don’t think they would go to all the trouble of pulling it out of there for this.
The most I’d expect them to do is put Rondo of Blood on the US/EU version (untranslated, probably).
The only English release of Snatcher was the Sega CD version, so if it’s on this, it would probably only be on the Japanese model (and in Japanese).

To be fair, look at what’s actually on that list. A lot of it is re-releases or games that are at least a month old. What games are actually coming out these days that would appeal to a Japanese audience and cause a huge sales spike? Is anyone actually surprised that an Assassin’s Creed 3 remaster isn’t lighting up…

Outer Worlds is being published by Private Division, so if Obsidian’s showing something for Xbox Game Studios, it would have be something else.
For what it’s worth, KJP’s mascot is named after Homo Ludens, a book about “the importance of the play element of culture and society,” according to Wikipedia. So there is precedent for this naming convention, and considering Die-Hardman has a Ludens facemask, it’s possible that there will be other things in the game…
Especially when you have to build a new studio from scratch at the same time.
