It’s a lack of consequences: what are the other countries going to do? Chinese cheap goods shipped into other nations are too important to start a trade war. There’s something cultural about the Chinese ripping off tech - they do it far more than just video games.

Anecdotally, growing up I was the guy programming creative games and making similarly creative card & board games. But it was all my hardcore gamer acquaintances with programming skills that ripped off my ideas.
