Disagree. I guarantee you this HOA has a very specific rule against lawn ornaments, and doing so would just give them MORE leverage to force him to remove it. HOAs hate lawn ornaments. Pink flamingos, inflatable Santas... tanks...

I live in a very nice suburb of Boston. We don’t have an HOA. And no one does anything that bothers me.

My Dad got a list of complaints from the neighborhood association one time. One of the complaints was that strange women were seen going and coming from the residence at all hours. His response was, “Yes, and I fucked every one of them”.
