I think he owes the man an apology only because of the rest of his statement, where he goes on to suggest how easy it would be to tamper with the sample, implying both that the collector would engage in such activity and that tampering would be the only way for Braun to fail a drug test, which obviously was untrue.

However, I feel like the ambiguity of the comments "there were a lot of things we learned about the collector" and "if they were motivated, it would be extremely easy" makes it out like some action was perpetrated by the collector, when it's pretty clear there wasn't.

In fairness, being right 95% of the time is a decent strategy.

Ryan Braun lied about cheating, and in the process, claimed to be a victim. Maybe he doesn't owe the sample collector an apology, but he sure does lack moral integrity.
