Ultimately a consequence of lacking diversity in an RPG is it makes the game world feel very small.

I can assure you there’s no technical reason this would be necessary nor helpful. The game data use by a character would be almost entirely their textures and sounds/voice lines.  No matter how many instances of this NPC you had they would all be referencing the same data.
