It's not really laziness as much as lack of funding. The Tales games actually do quite poorly in the states, as evident by Namco's reluctance to release half of the Tales games over here. In order to cut costs, voice overs either get cut completely, or dubbed by a lackluster studio with horrible actors.

That's not it. The added infrastructure actually doesn't cost that much, especially since patches are relatively small, and the service is already available for everything else you can download.
