It's any rom. If you go to the Vibrant pages on Cyanogen website it says it. I was on Cyanogen and I dialed 911, and it rang just fine, but i couldn't hear the lady that answered, and she couldn't hear me. Resulted in her hanging up and calling back, which worked.
