These police officers only protect and serve one section of the populous, and that section is not the Black section. 

Those PD’s in those cities know what they are doing, and it is not unrolling the welcome mat. They want it looking a certain way, and anyone that doesn’t match will be targeted. Also, the quota and job performance review system based on arrests can only lead to cops using traffic stops as fishing expeditions.
