No, refineries are being shut down because of local political climates and NIMBY attitudes. That is why refined hydrocarbons are more expense on the northeast and on the west coast. There hasn’t been a new refinery built in decades in the US. Because no refiner can get a permit.

The Kingdom of Saudi Arabia is already managing to this. They plan to IPO 5% of the Saudi Aramco in the next 18 months to fund social programs as well as to begin developing economic development outside of oil. Some countries are thinking about it.
