So just to confirm, your old car did not have stop/start, your new Jeep does have stop start. You had 20-25% lower mpg than your old car and 10% lower mpg than advertised. Since the new one has stop start that must be the reason you’re fuel mileage is lower, is that the conclusion you’re making?

Cheap? Definitely not cheap. It’s not going to use a standard starter motor since the number of cycles a start/stop starter goes through is several several times more than a vehicle without stop/start. Not to mention the software development time to integrate the feature.

Just because the engine is restarting does not mean it’s using more fuel than if it had been idling. Have you done a study? Drive the same route 5 times with stop/start on then repeat it with stop/start off and compared the overall fuel consumption? I ask because I worked in the powertrain group when stop/start was

I guess the customer ordered runs in the paint. 

PCM controls the stop/start, and has an algorithm to determine if there’s more benefit to letting the vehicle idle vs stop/start. I assure you it’s well calculated to make sure the vehicle is saving gas and not wasting it by restarting.

How is it killing your electronics and gas mileage when they put stop start on your vehicle to increase your gas mileage?

The resources that you mention are really only valuable if the track can produce a profit, otherwise there’s not much value in the facilities.
