Build more/deeper reservoirs and the problem's solved. What's that? Sierra Club says no and PETA says that we need to divert water for the smelt population in the delta? Ok then, never mind. The drought AND politics are responsible for this. Not one more than the other, but both play a role that can't be ignored.
