If the cops had been in uniform, I would agree not to charge the cop who took the shots. However, like others have pointed out, it is possible Dennis thought this was some sort of hit squad and acted rationally.

I once accidentally ran over a squirrel. It bothered me for a long time, even to this day. That was over 30 years ago. How does someone who is supposed to serve and protect get over just killing a human being? Sadly, that person, that cop would probably run into a burning building to save a dog or a cat.
