Nah, you forget the hard charging military people that sat at forward operating base and saw no action. The ones that couldn’t get promotions due to reasons (RE: Everyone else but themselves). The ones who let the military power they did get go to their heads.

I don’t know what law, but it seems that NYS blocks release of 911 recordings outside of NYC, but allows it in NYC. Now I get that SOMETIMES that protects victims, but far more often protects lousy police or dispatcher work.

What kind of idiot dispatcher hears an anxious caller whisper that an active shooter is going on and decides the best response is to scold the caller not to whisper?

You would think they would. Not hard to think of situations where a caller would need to be as quite as possible for thier own safety.
They definitely are trained for this situation but I think this person might think they are getting trolled (because you know people are assholes) and not have thought the other obvious choice of why someone would be whispering while calling the police.
