It is on both, actually. While the car had the right of way, there's no excuse not to attempt a collision avoidance (unless she was looking at her phone), and no excuse for her not to stop after the collision. This was a summer morning. Where were her eyes?

No, the collision is on the cyclist. The incident is on her. The incident would have been much smaller and likely wouldn’t have even made the local news if she just stopped.

Om freaking g, I thought just leaving an accident even it wasn’t her fault was bad enough but all this other tons of crap, just clearly spells out she has absolutely no belief the rules apply to her. How is she not in jail or have a suspended license at the very least?????
