In Alana's defense, Hannibal use everybody as a tool. This episode show us that: Mason using his pigs as tools; Hannibal using Alana, Will and Margot; Margot using Will.

You just need to pay attention to the dialogue because that thing about the writing is an excuse some people use when they don't understand things.

Gideon and Lecter are too intelligent and psychos, so it's probably that they're just very bored and that's why they like to play with other people's lives so much.
