Nope..we saw Rick pick the axe up when Negan started the countdown and shooting through the roof..Rick had it in his hand when he jumped, it must have dropped when he grabbed the hanging walker..he later retrieved it on the ground beside the head of the once-hanging walker..

I also knew where he threw it, Rick did take his time getting up on the roof in order to retrieve it - his head wasn't really the best in that moment given what had happened.
