While I agree that they are still children and should not be named, I also think that this is not a mistake. It is a violent crime that should have serious consequences. These children need to be institutionalized and actively and intensely rehabilitated, lest they become an even bigger threat once they become adults.
It isn’t changing or suspending the rules, it is deciding which ones apply based upon the situation. We do that all the time already.
