PA4's are good winter tires but they aren’t great in the snow or ice (much better than all/3/no season tires). The Studded tires the rally cars are using aren’t usually legal in most cities/metropolitan areas to my knowledge as the roads are usually salted/sand & plowed.

Kei Cars aren’t road legal in the US either, which is what those are classified under and meet all appropriate laws.
