Nah, he wasn't there yet, considering his flip-out and mental breakdown over his wife dying. That scene flipped his switch. Carl got shot again, and he goes into full massacre mode, as we saw a couple episodes ago. Carl got shot in season 2, was it season 2, and he couldn't bear to leave his side.

They'd probably need something more substantial as a barrier or it'd get scavenged. And that is a lot of work to be done outside of their walls.

Hilltop appears to be smaller, but it's not developed land with cement streets and permanent housing structures. Alexandria has less land, total.

Scavenging is not a permanent solution, and it doesn't appear they've had much luck. Crops take time, and most crop seeds they've been able to find and grow are not really sustainable. The two biggest crops that could be used to feed people would be rice and potatoes. They don't have the environment to grow rice, and
