Thats steam not smoke. There are very few if any power plants in the developed world that put anything more than water vapor out their stacks. If it was smoke it would be black, and it would not dissipate less than 50 ft above the top of the stack.

My university has almost as large of a style guide. I don't see why its surprising just because it was made by the Nazi's. They knew damn well how important it is to maintain a certain image. Also, I bet the Apple style guide is at least 5 times more detailed and pedantic.
