Well, yeah. They do park trains all the time. Right now with the crew shortages, they shut them down and go home and they get a new crew when one becomes available. The huge length of so many trains causes problems as the yards aren’t designed for 15,000 feet monsters.

Nationalizing the railroads is starting to look good. Conrail did a good job I'm the 70s and 80s even after privatization by Reagan.  Nationalization would help capacity by removing the tax incentives for tearing out double track lines, which would help Amtrak suck less as a side benefit
