The way the laws are written is that ethanol free can still be offered outside EPA containment zones but they still have to meet the renewable requirement over their entire sales.

10% ethanol is required by the federal government. Blame them. It’s the renewable fuels mandate and in some locations the oxygenate requirement that started in 1995. 

Because 89 is a mix of the two it gets half as much of the ‘better’ additive package of premium. It’s just an easy to do option that isn’t quite as costly but offers more than regular.

Automakers have wanted better (anti-knock, detergents, etc) gasoline for over a century. Oil companies have wanted to make gasoline as cheaply as possible for the same length of time. The battle never ends.
