DUI laws are much too profitable and give government powers it would need to find another excuse for. As such they will never be rolled back in any shape or form.

Unless things have changed recently the general public can’t buy at Copart yards. Without a state license for dealership, repair shop, or salvage yard you aren’t allowed to register and bid. That’s not to say a determined person couldn’t find a way but copart isn’t like the ‘open to the public’ auto auction.

Someone who took their time and had some skills could make one of these bump stocks. By the looks of it one could be made from wood or block of plastic. Put some metal in the right places to reduce sliding wear and good to go. Making it look nice is the harder part than making it function well.

All terms will get a legal definition one way or another. Then people will work around those definitions. Simulate will get a certain definition relative to what exists for automatic weapon. Then that definition will be worked around.

Instead government making things illegal tends to increase the danger because the workarounds generally don’t work as well, things become more difficult to detect, and things like drugs become more concentrated and powerful to make smuggling easier.

The big gun manufacturers would love a no modification bill just as the car manufacturers love all attempts to prevent modification of automobiles. The customer becomes captive to whatever they want to charge.
