When I sit on the seat, the heat doesn't instantly dissipate, it's still over temperature thresholds you posted for longer than the time thresholds in that chart. It's not apples and oranges, it's an illustration anyone can understand of why the data you posted doesn't apply to this situation.

I have 3-setting heated seats. When you turn them on, they start off on setting 3 (highest) for ~8 minutes, then automatically lower to setting 2. It is stated in the owner's manual that if you override this safety function by repeatedly turning the heated seat off and then back on to level-3, you can suffer burns.
