What nonsense is this? I've yet to see a riced out Toyabaru. I've seen some with fairly tasteful upgrades, but these cars are far from cheap enough to go to the demographic you describe.

Naturally-aspirated 100hp/l is far, far, from lazy. The cheapest car (to my knowledge) that had an engine that power dense was the S2000, and that was a car that cost $10000 more. 10 years ago.

There are certainly other proving grounds that are capable of supporting this kind of record. Ehra-Lessien perhaps has the longest straight, but other test tracks have bigger turns and still have 2-mile straights. Actually, there weren't any drive-by-wire issues I think. Just floor mat/pedal, with the overwhelming majority of unintended acceleration cases being people hitting the gas instead of the brake. And even if you had the floor mat issue, a push into neutral and/or a stomp on the brakes would be pretty effective.

VBOX isn't very complicated if you just need GPS speed recording...
