As someone who drives on 280 (east and west) on my way to and from school everyday, I totally get this. There is ALWAYS some accident or pulled over car and ALWAYS people on the other side of the highway slowing down to look. Even worse, they've recently been doing roadwork near exit 12, closing the left lane as well.
