Because it's more expensice to develop 2 versions of the same car just appease CARB regulations. This is also one of the reasons we don't get some of the more desireable Euro vehicles as it's costly to get vehicle to adhere to both Euro and NA specs.

I drove mine reliably for 6 years, only doing maintenance and replacing wear items. Now my B5 S4 on the other hand.....

I love my S4 and it is a maintenance queen, but It's 10years old with lowish miles and looks as good or better than most new cars out there. It can be a pain but it's got to be done if I want to enjoy it.
