So much this. Prospective employees should be paid for the work required. If they made 50k at their old job and this one is worth 90k and they can do the work. Good for them AND you. You got a stellar employee (hopefully) and they are finally getting paid what their skill set commands.

I had a phone interview with a fairly promising job (lined up very well, skill-wise) and near the end they asked my point blank what I currently made. I didn’t miss a beat and said “I think you’re probably wondering what my salary requirements would be to leave my current job and that would be $xx,000/year”

You could, but you could be cutting yourself out of money. If you want to make $75000 and answer that, that is probably what they are going to pay you. But maybe they had in mind paying someone up to $90000 for the job. You just potentially lost out on $15000.

If he asks me first, why not?

Christ, just lie. Take what you want to make at the new job, subtract 10%: BOOM! That’s your former salary. Your current employer won’t give out your salary information.

What about taking some more of the inherent defensiveness out of the response itself? Simply answer the question with the question along these lines...
