Perhaps if helmets were already installed in every bike (and you didn’t have to purchase and carry one around all day for hours and hours everywhere you went) it would be a better comparison.  But as it stands, seatbelts and helmets have nothing in common other than being safety devices.

It can be extremely inconvenient or impractical to bring or carry a helmet.
