Doesn't make much sense when I can get a year of most magazines delivered to my door for under $20. Got back from Canada last week. IIRC incoming txt messages are free. I don't think even att could sanction 50cents on incoming. But yeah, international roaming is far from reasonable. With just about every provider doing away with unlimited data, how does putting all your music in the "cloud" even make sense? I'd rather have 16-32gb of storage on my phone/mp3 player and keep my music there. Now I don't have to worry about bandwidth caps, throttling or even needing wifi or a cell signal.

I'm sure the pdf menu is because it's easier to update. The menu is probably done in MS Word, then printed to pdf and then quickly uploaded. With a batch file added to the restaurant's pc the owner can update the site menu without having to know a lick of HTML.
