In CA, you have to pass SMOG inspection (emissions inspection) but the car could have no working tail lights, bald tires, and 2 broken headlights. As long as it passes SMOG, who cares if its safe for the road... Also, if you know someone, any car will “pass” SMOG.

I think a car with a few bolt ons (stuff you were going to do anyway) is worth buying. An incomplete project car is not a good idea (I don’t take my own advice).
