technically it is. Its money you overpaid. you never never paid taxes on it to begin with,since it went right to the government and now that they give it back, you have to be taxed on it.

same here, the best part is my return has steadily gone up with out income and now dependent.

just adjust your with holdings. my wife an i both claim single, 0 dependents, and we get back about $12k a year.
