Giving in to terrorist/criminal demands should be flat out against the law for governments to do. You just don't do it, because it undermines the rule of law and integrity of the government as well as the security of a nation. You don't let your country be held hostage to the insane demands of every fly-by-night

You assume the person kidnapping and threatening to murder someone is in turn honest enough to follow through on whatever 'promises' they make. The odds of the person dying are exactly the same whether you comply with their insane wishes or not. They will either threaten and kill, or threaten and not kill

That's kind of the point. Anyone capable of nuking a city unless "indecent act X happens", or kidnapping with threat of murder….is simply not to be trusted.
