It helps by bringing in jobs. Every dollar spent by the NC Government brings back 3 bucks from the production (paying hotels, food, wages for the local production assistants, transportation, etc.).

The horse isn’t a deus ex machina. The horse didn’t solve anything. I have no idea what it was, but a deus ex machina it wasn’t. It didn’t do anything for the plot or the character.
